Abstract: The 1999 revised primary curriculum is currently in place in our schools. Music is represented within the arena of arts education, along with the visual arts and drama. In this situation, schools no longer have the option of whether or not to teach music. Therefore, the issue of who teaches music and what skill level is required must be addressed. In an atmosphere of music for all children and all teachers, the role of the music teacher is questioned. Is it possible for a teacher with little or no background in music to teach music effectively to his/her class? With this hypothesis in mind, three roles have been identified; the mainstream class teacher, the external music teacher and
a member of staff, other than the class teacher who has a particular interest or expertise in music. In examining these roles, the skill and knowledge level required of the practitioners of music education is explored to determine who best serves the role of music educator at primary level.
